Upgrades to higher plans (Starter to Pro, Pro to Advanced) can be made anytime. Downgrades are only available upon contract renewal.

No, downgrades are only available at the end of each contract period. Once you assign a seat to a plan level, it remains at that level or above until the contract ends.
